1. ICT Development Index 2013
 

The ICT Development Index measures the information society progress in countries around the world and is presented in ITU’s Measuring the Information Society Report. The latest edition which has been released in December 2014 covers 166 Economies for the IDI.

Mauritius improved its IDI index; from 4.96 in 2012 to 5.22 in 2013 (an increase of 5.2%). The country has also improved on ranks, from 72nd in 2012, it has moved to 70th position in 2013, gaining 2 ranks. Although the country has improved its scores in all the three sub-indices, there was no gain of ranks for both Access and Skills, and has also lost 2 ranks for the Use sub-index.

With an IDI value of 5.22, Mauritius ranks first on the African continent and also lies above the world average score of 4.77. It is to be noted that Seychelles is ranked 75th with an IDI value of 4.97.

 
 
2. Networked Readiness Index 2015
 

The NRI is published by the World Economic Forum under the Global Information Technology Report which is issued on a yearly basis. The latest 2015 edition, the 14th in the series, features the latest results of the NRI, offering a snapshot of the state of networked readiness in the world and covering 148 economies.

The NRI ranks countries on their ability to exploit information and communication technology to drive social and economic transformation.

The NRI is dominated by the Nordics, with Finland, Sweden, Netherland, Norway, featuring in the top 8.

In 2015, Mauritius improved its NRI score to 4.5 compared to 4.31 in 2014. This has helped the country to gain 3 ranks, moving from 48th to 45th position. With such a score and rank, Mauritius is not only first in Sub-Saharan Africa in 2015 but for the whole of Africa. Seychelles follows in the second position with a score of 4.0 and rank 66th.

3. E-Government Development Index 2012
 

The E-Government Development Index (EGDI) is compiled every two years by the United Nations in their E-Government Survey. The EGDI is a composite indicator measuring the willingness and capacity of national administrations to use information and communication technology to deliver public services. The latest 2012 survey assesses the national portal of the 193 UN Member States as well as e-government policies and strategies applied in general and by specific sectors for delivery of essential services.

The table above compares the EGDI of Mauritius with some countries on the African and Asian continents. In 2012, Mauritius is ranked 93rd with a score of 0.5066 compared to a rank of 77th and score of 0.4645 in 2010. The country lost 16 ranks although the EGDI improved by 9 percent and as a result is now ranked 2nd on the African continent (1st in 2010). Seychelles has improved much since 2010 with a score of 0.5086 and a rank of 104th, it is now ranked 84th with a score of 0.5192, gaining 20 places and an improvement of 24 percent of its EGDI. As a result Seychelles is now ranked first in Africa (2nd in 2010).

 
4. Global Services Location Index, 2011
 

The Global Services Location Index ranks the top 50 countries in the most attractive offshoring destinations. The latest report published by A.T Kearney in 2011 has placed Mauritius in the 36th position with a score of 4.98.

Although Mauritius has regressed by 1.2 percent in the score from 2009 to 2011 (a lost 11 ranks), the country is still the lowest-cost emerging destinations in the sub-Saharan region. Its bilingual skills coupled with good quality of real estate, roads and telecom infrastructure provide the island with a conducive business environment for offshoring services. Political stability also places Mauritius in a good position when it comes to assess environment risks.

5. Ease of Doing Business 2013
 

For the fifth year in a row, Mauritius ranks highest in the African region on the overall regulatory ease of doing business for local firms, according to the Doing Business Report 2013 released by the World Bank.

The country ranks 19th among 185 economies over the period 2013-2012, and the Government has the firm intention to transform Mauritius into one of the top 10 most investment- and business-friendly locations in the world through further economic reforms. It is to be noted that the country was ranked 23rd over the period 2012-2011, thus gaining 4 places. The statistics is showing the continuous improvement and effort Mauritius is making to stay competitive on the global market.

Mauritius has made property transfers faster by implementing an electronic Information Management System at the Registrar- General’s Department. The country also improved access to credit information by starting to collect and distribute payment information from retailers and beginning to distribute both positive and negative information.

This index takes into consideration starting a business, dealing with, employing workers, registering property, getting credit, protecting investors, paying taxes and trading across borders.
